st-thomas-church-21The controversial development application for a primary school in the grounds of St Thomas Anglican church was refused by Penrith Council last year due to concerns about traffic, noise, environmental issues and inappropriate development for the historic site in the Mulgoa Valley.
The Sydney Anglican Schools Corporation, owners of the land and the church, appealed to the Land and Environment Court who have indicated that approval will be given, subject to numerous conditions being met.
